Martin Chaney turned himself in to police for the incident. He was arraigned on a count of attempted homicide and aggravated assault and taken to the Crawford County Prison with bond set at $250,000.
A passerby found the victim - a 64-year-old man - with gunshot wounds in the road on Belmont Dr. near Seminole Rd. around 7:50 p.m., according to police.
He was taken to Meadville Medical Center and later transferred to UPMC Hamot where he is in stable condition, police said.
