Living in Edinboro, Rich and Ruth Kerstetter are used to significant snowfalls.

"I've always enjoyed it," said Mr. Kerstetter. "It's getting a little tougher now with age."

However, keeping up with accumulation can be a challenge.

"The snowblower would have be nice," said Mr. Kerstetter. "I have one, but with this kind of snow, it doesn't pick it up. It just jumps up in it. We're out here shoveling, getting our exercise."

Since Monday, the Edinboro area has seen more than a foot of snow. Washington Township road crews have been busy clearing the streets ever since.

According to Washington Township Manager Norman Willow, during each snow storm, crews working in shifts of four to plow and maintain 73 miles of roadway.

"The amount of snow isn't the issue," said Willow. "It's visibility. This morning, it was slow because they couldn't see."

The icy conditions are also an issue.

"Underneath that, once they plow it off today, the ground is warm, so it's kind of icy and slick," said Willow. "It's a combination of some of the snow, putting anti-ski down so that you can have some traction."
