The City of Warren’s city council have approved the 2025 municipal budget, marking the third consecutive year without a tax increase for residents.  

The budget maintains funding for essential services, including public works, planning and zoning, and the waste-water treatment plant. It also includes investments in infrastructure upgrades, community programs, and revitalization efforts in the downtown business district.  

Added improvements to the city include the riverfront development project and renovations to city parks and playgrounds, including the Mulberry Street Playground and Point Park Playground, which will be upgraded.

The city is also continuing its investment in the Warren Worx Project in partnership with the Warren County Chamber of Business and Industry (WCCBI) to address population decline in the region.  

Mayor David Wortman credited the hard work and collaboration of city staff, council members, and community partners for making these efforts possible.  

“It takes everyone’s hard work and effort to make this possible,” Mayor Wortman stated.  "We are very excited about the fact that, for three years running, the City of Warren has not raised taxes. That was done through a lot of hard work and great planning by the committee in 2024. Due to the city sticking to the 2024 budget, we are now able to work on even more investments in the future, while still providing top-notch facilities and services for our residents."

The council emphasized that the budget for 2025 reflects a balance between maintaining financial stability and supporting growth throughout the community.
